Understanding Universities Land Policy and their Implementation Strategies in Kenya: The Case of Karatina University Main Campus, Kenya

Dickson Kinoti Kibetu

Abstract

Several studies have been done on Land Use and Land Cover Changes (LULCC). Most of these have focused on the impacts of human activities on forests, agriculture and urban areas. There lacks exclusive studies on the role of development planning policies on state universities land use functions in Kenya. To address these gaps, this study carried out an analysis of land use and land cover change in Karatina University within the implementation period of decentralized higher education in Kenya. In particular the case study university’s policies on land were used to explain the emerging land use patterns. Using Geographic Information System (GIS) and Remote sensing techniques, the observed LULCC within 2011 and 2015 were linked to both presidential and university administrative policies existing at the time. This case study demonstrates that land policy adoption and implementation strategies have implication on state universities land use decisions.
