“Air Pollution Abatement by Planning in Delhi”

Abstract


Air pollution is leading to chronic diseases in human beings, it is impacting from inside as well as outside environments simultaneously. In Delhi, several action plans failed because of the diverse sources and scales of air pollution. The air pollution problem in Delhi is because of not successful plans, policies, and acts at different levels. The purpose of this paper is to understand different action plans and planning situations in Delhi by knowing the current situation of air monitoring by the Authorities. To understand the problems of air pollution and poor air quality, it is required to understand the sources of air pollution. The sources of Air Pollution originate from the different uses of the lands planned at different scales of spatial planning and environmental conditions. Several source
apportionment studies reveal that major sources of air pollution are associated with Transportation and Industrial sectors but there are several more sources like dust, burning of paddy straws, using fossil fuels, etc. In addition to understanding the sources of air pollution, it is required to understand the
physical attributes of the surroundings at different scales. In Delhi for the issue of air pollution, the Ministry of Environment, Forest and climate change (MoEF & CC) has issued several plans from time to time. This leads to a series of interactions and meetings with the concerned agencies and informed citizens. This paper also discusses the different Air Act Pollution Act 1981 and the different Action Plans from 1981 to 2018.
