A Review of PPP mode of Urban Transport in Indian Cities

Abstract


The fast pace of urbanization has fuelled the demand for urban mobility which successively triggered sort of projects in urban transport within the country. However, given their capital intensive nature, large scale, long gestation, multifarious stakeholders, poor investment returns and operational deficits; both implementation and financing of such projects become a challenge. Use of Public Private Partnership format in infrastructure in India is now nearly 20 years old. However, application of PPP in urban transit sector is, though not entirely untested, relatively new. While the motivations for encouraging PPP during this sector isn't new and almost like other sectors, namely search for efficacy, technology and financing capability, PPPs have met with only limited success during this sector. In this context, it's worthwhile to seem at the experience of PPPs in urban transit in India, and see if there are any lessons we'll learn. Not until are we sure of things that make them tick, should we expect of PPPs as sound delivery models in urban transit. this is often often necessary if we might wish to avoid expensive mistakes.
