Abstract

This present study observes the legal and political status of a land on which a miner wishes to operate, so also the knowledge about the ownership of the surface and economic solid minerals, and the procedure that a prospective (miner or) mining enterprises must first ascertain for acquisition rights and obligations pertaining the land which is open for exploration and exploitation. The methodology adopted for the research was primary data gathered during the research in 2011 at the Kankara kaolinitic deposits in south Katsina State. It is recommended that governments and stake holders at all levels must actively partake in small scale mining of Industrial minerals, issuance of land acquisition of basic requirements.
